Director Jennifer "Jenny" Shepard, credentials:
-First female director of a United States federal agency
-Many years of experience as a field agent (assignments/postings in multiple countries)
-A cultured and sophisticated woman who enjoys the finer things in life.
-Maintains a cool head even in life-threatening situations (sometimes even defiant)
-Highly-developed sense of awareness and quick to act on signals/instincts
-Excellent marksman and a steely negotiator (in both politics and inter-agency business)
-Uses "out-of-the-box" approaches/techniques to obtain information and forge connections
-Extremely persistent (even more so than Gibbs) when a case becomes personal

Director Shepard was noted for her fashion sense, so I tried to create something both elegant and practical in her typical range of colors. I choose this hairstyle for two reasons: throughout the series her hair has been alternatively long and short, so I wanted a style that could indicate both; and in retrospect, this coiffure reminded me of Queen Elizabeth I, another commanding woman.
